When disaster strikes America--tornedo, flood, earthquake, terrorism--who will protect us?

Recently a tornedo flattened a Kansas town, and like Katrina, help was a long way off.
Iraq?
That's where much of our resources have gone.
Billions. Trillions. And souls lost of love,family, and life in exchange for roadside bombings.
I do not understand funding Iraq War without timelines.
I do not understand how helping Iraqis fight their civil war is helping our plight against terrorism.
If I believed it'd help fight terrorism, I might be writing a different view.
I believe terrorism is real, and therefore do not understand why our resources are squandered killing people in Iraq.
Terrorists may be in Iraq, but so too are they in Pakistan, Iran, France, Britian, America...
Might there be a better way to deal with America's enemy, leaving more resources at home where we live, where we need them?
Can't the most powerful country in the world use its genius to think of a better plan?
I personally don't understand how the democrats could have been divided enough to send more indefinite funding for Iraq war. Here's photo of recent lost troops.
